ตามยุทธศาสตร์ชาติ 20 ปี รัฐบาลกำหนดวาระที่ถือเป็นความสำคัญพิเศษในการนำประเทศไทยก้าวสู่ “ประเทศและอุตสาหกรรม 4.0” เพื่อความมั่งคั่ง มั่นคง และยั่งยืน มาตรการเร่งด่วนอันดับแรก คือ “โครงการพัฒนาเขตเศรษฐกิจพิเศษภาคตะวันออก” (Eastern Economic Corridor – EEC) ขับเคลื่อนนโยบายดังกล่าวให้บรรลุวัตถุประสงค์โดยเร็ว ด้วยการใช้งบลงทุนอย่างมหาศาลพัฒนาโครงสร้างพื้นฐานหลักด้านคมนาคม ในพื้นที่ 3 จังหวัดภาคตะวันออก ฉะเชิงเทรา ชลบุรี และระยอง ถือเป็นการเปิดโลกทัศน์ใหม่ในการลงทุนของภูมิภาคอย่างมีนัยสำคัญ โดยกำหนดแผน 5 ปีแรกเริ่มจากปี พ.ศ. 2560
The 20-Year National Strategy was enacted by law with the vision to drive Thailand towards “Thailand 4.0”, with the ultimate goal to achieve sustainable prosperity. The strategy is to transform Thailand to a value-based economy through technological innovations and “Industry 4.0”. A top priority of this strategy is the Eastern Economic Corridor (EEC) mega project which covers Chachoengsao, Chonburi and Rayong provinces, intending to become a major manufacturing hub of ASEAN. The EEC involves a large amount of investment in order to build the necessary infr astructure, including a new city to support such growth.
บริษัท เครือสุมิพล จำกัด ในฐานะบริษัทแม่ (Holding Company) ของ บริษัท สุมิพล คอร์ปอเรชั่น จำกัด ผู้จัดจำหน่ายเครื่องจักรกลและเครื่องมืออุตสาหกรรมคุณภาพสูงชั้นนำของประเทศ ก่อตั้งมาเป็นเวลา 30 ปีแล้ว ได้ผุด “ศูนย์เทคนิคแห่งการเรียนรู้ – Technical Learning Academy” เพื่อรองรับการเติบโตของ EEC บนเนื้อที่ประมาณ 7 ไร่ บริเวณทางเข้านิคมอุตสาหกรรมอมตะซิตี้ จังหวัดระยอง มีพื้นที่อาคาร 7,500 ตารางเมตร ประกอบด้วยห้องเรียนห้องฝึกอบรมขนาดต่าง ๆ ห้องสัมมนาขนาดใหญ่ พร้อมระบบโสตทัศนูปกรณ์และสิ่งอำนวยความสะดวกครบครัน โดยร่วมมือกับหน่วยงานภาครัฐและเอกชน 14 แห่ง ดำเนินกิจกรรมด้านพัฒนาบุคลากร ด้วยการจัดฝึกอบรมทั้งภาคทฤษฎีและภาคปฏิบัติกับเครื่องจักรกลและเครื่องมืออุปกรณ์ที่ทันสมัย โดยมีหลักสูตรขั้นพื้นฐาน (Basic Course) และขั้นสูง (Intensive Course) รวมถึงการเรียนรู้ในรูปแบบอื่น ๆ อาทิเช่น การจัดกิจกรรมต่าง ๆ นิทรรศการเครื่องจักรกลอุปกรณ์ และการศึกษาดูงานของนักเรียนนักศึกษา คาดว่าจะเริ่มดำเนินงานในต้นปี 2562 โดยไม่มีวัตถุประสงค์ในการแสวงหากำไร
To accommodate the growth of EEC, Sumipol Group Limited, the holding company of Sumipol Corporation Limited, a leading supplier of high quality industrial tools in Thailand operated for 30 years, is building a new office and “Technical Learning Academy” that span approximately 7 rais at the entrance of Amata City Industrial Estate, Rayong Province. The Academy’s objective is to provide comprehensive technical training, both theoretica lly and practically, in order to develop and improve the skills of personnel as well as to serve as a center for trainers & lecture and students from vocational & higher education, to meet the needs of the growing industry in the near future. The technical center has a 7,500 square meters functional area comprising of fully equipped workshop with modernized machinery, robotic system, and measuring instruments for practical training, classrooms of varying sizes, and large seminar room. The Academy will offer both introductory and advanced courses, and be run as a non-profit. The training activity will start at the beginning of 2019.
ศูนย์เทคนิคแห่งการเรียนรู้ แห่งนี้เป็นแนวคิดในรูปแบบใหม่ (New Perspectives) ซึ่งไม่เคยเกิดขึ้นมาก่อน โดยแสวงหาความร่วมมือจากหน่วยงานภาครัฐที่มีเป้าประสงค์ด้านการพัฒนาบุคลากร และภาคเอกชนซึ่งเป็นผู้ผลิตเครื่องจักรกล เครื่องมือและอุปกรณ์ที่เป็นแบรนด์ชั้นนำ จัดสรรเครื่องจักรอุปกรณ์นำมาติดตั้งเพื่อการฝึกอบรมตามความถนัดและความชำนาญของตน และต่างมีความพร้อมที่จะพัฒนาให้ทันต่อการเปลี่ยนแปลงของเทคโนโลยีตลอดเวลา ทุกฝ่ายร่วมกำหนดหลักสูตรในการฝึกอบรมให้แก่บุคลากรที่อยู่ในภาคแรงงานปัจจุบันและภาคการศึกษาที่จะเข้าสู่อาชีพสอดคล้องกับความต้องการที่เป็นปัจจุบันและอนาคตของภาคอุตสาหกรรมทั้งที่เป็น S-curve เดิม และ S-curve ใหม่ จึงมั่นใจได้ว่าการพัฒนาบุคลากรจะเกิดคุณประโยชน์อย่างแท้จริง ภายใต้การประสานพลังประชารัฐอย่างเต็มรูปแบบ
The Learning Academy a new perspective in that it is the collaboration between government agencies and the private sector, operating under the so called “Pracharat Framework”. The manufacturers are able to provide the latest technology along with specialist trainers, with courses designed to upskill the target groups to meet the needs of both current S curve and the new S curve industries.

The Memorandum of Understanding Signing Ceremony today went well, with many attendees from the public sector relating to human resource development and leading Thai industrial manufacturers and distributors. It was an honor to have Mr. Apichin Jotikasthira, Deputy Permanent Secretary, Ministry of Industry preside over as a chairman of the ceremony and Assoc. Prof. Dr. Djitt Laowattana, Executive Advisor of Eastern Economic Corridor Office to present an update on the EEC and Industry 4.0. Mr. Chirapan Oulapathorn, President of Sumipol Group Limited, a lso gave a speech detailing the genesis of the Technical Learning Academy Project and explaining his company’s commitment to driving human capital development within the manufacturing sector according to the national agenda. This means the resources from all parties to making the Academy the center of Excellence in the near future.

รองปลัดกระทรวงอุตสาหกรรม นายอภิจิณ โชติกเสถียร ได้กล่าวว่า “โครงการนี้เป็นความร่วมมือครั้งสำคัญยิ่งและถือเป็นนิมิตหมายที่ดีสำหรับงานด้านการพัฒนาบุคลากรของชาติ และได้กล่าวขอบคุณบริษัท เครือสุมิพล จำกัด ที่ได้จัดตั้งโครงการนี้ขึ้นมาซึ่งเป็นประโยชน์ตอบโจทย์ตรงตามเป้าหมายของยุทธศาสตร์ชาติที่กำหนดไว้ โดยเฉพาะสถานที่ตั้งอยู่ ณ ใจกลางพื้นที่ EEC ที่กำลังมีการลงทุนของอุตสาหกรรมใหม่ ๆ นำเศรษฐกิจของประเทศเจริญเติบโตต่อไปในอนาคตอันใกล้”

The location of the Training Academy is in the center of the EEC, where new investments are driving the Thai economy into the future”. 
ดร.สุเทพ ชิตยวงษ์ เลขาธิการคณะกรรมการการอาชีวศึกษา ก็ได้ให้ความเห็นเพิ่มเติมว่า “นอกจากการพัฒนาบุคลากรในด้านทักษะฝีมือแรงงานให้แก่ผู้ที่อยู่ในวัยทำงานซึ่งถือเป็นความจำเป็นอย่างยิ่ง ยังรวมถึง นักเรียน นักศึกษา ที่กำลังจะเข้าสู่อาชีพที่จะได้รับประโยชน์จากศูนย์ฝึกอบรมแห่งนี้อย่างเต็มที่ โดยเฉพาะอย่างยิ่งการกำหนดเป้าหมายที่จะให้การอบรมแก่ครูผู้ฝึกสอนในลักษณะ “Training the Trainer” เ พื่อเพิ่มพูนความรู้ความเข้าใจทันต่อการเปลี่ยนแปลงของเทคโนโลยีซึ่งมีการพัฒนาอย่างรวดเร็ว นับว่าเป็นสิ่งที่มีประโยชน์สูงสุดสำหรับการเรียนการสอน”
Dr. Suthep Chittayawong, Secretary-General of the Office of the Vocational Education Commission added the commentary that “Besides up-skilling the industrial sector workforce, which is very much needed, the Academy will also provide training to vocational students who are entering the technical profession. This will be of great benefit to the education sector, especially the ”Training the trainer Program”, which will equip teachers with up the latest production technologies an d methods, keeping them in check with fast changing manufacturing.” 
นายจิระพันธ์ อุลปาทร ประธานกรรมการ บริษัท เครือสุมิพล จำกัด ได้กล่าวปิดท้ายว่า “นับจากนี้ไป บริษัทฯก็จะเริ่มติดต่อทาบทามบริษัทผู้ผลิตเครื่องจักรกลและอุปกรณ์สาขาต่าง ๆ แสวงหาความร่วมมือนำมาติดตั้งในศูนย์ฝึกอบรมพร้อมองค์ความรู้ของแต่ละผลิตภัณฑ์ร่วมกันจัดหลักสูตรการฝึกอบรมให้สอดคล้องกับความต้องการของภาคการผลิตต่อไป รวมทั้งการจัดรูปแบบการบริหารจัดการองค์กรแห่งนี้ร่วมกับทุกฝ่ายให้เกิดประสิทธิภาพมากที่สุด นอกจากนั้นก็จะเร่งรัดการก่อสร้างอาคาร ซึ่งดำเนินการลุล่วงไปแล้วกว่าร้อยละ 60 ให้เสร็จตามแผนที่กำหนดไว้ เพื่อติดตั้งเครื่องจักรกลและอุปกรณ์ให้เสร็จสิ้นภายในปี 2561 พร้อมเปิดดำเนินการจัดฝึกอบรมในเฟสแรกภายในต้นปี 2562”
Mr. Chirapan Oulapathorn, President, Sumipol Group Limited stated that “As a next step, Sumipol will foster partnerships with leading machinery and tool manufacture rs in Thailand to install the latest equipment at the Academy together with product knowhow to co-design courses that meet th e needs of the industry. Construction is progressing as planned, with more than 60 percent complete. The instruments will be installed by the end of 2018, with training commencing at the beginning of 2019.”
